Professional Experience:

·      Dr Baghotia joined Central Health Services as Medical Officer on 14th October 1988 in Delhi Government and
presently he is in Level 15 of 7th Central Pay commission.

·      He was the founding Medical Director of Indira Gandhi Hospital, Government of NCT of Delhi, Sector 9, Dwarka, New
Delhi-110077 from May 2020 to May 2021 started it as a 250-bedded Covid Hospital. He was also Project Director of this hospital since 2016. He worked as key person for commissioning of this hospital and streamlined the recruitment, deployment and service delivery to Covid patients in the Hospital. The oxygen availability was a big challenge. At present all 1241 beds of Indira Gandhi hospital are supported by oxygen.

·    He also worked as Additional Director for Mobile Health Scheme and National Leprosy Eradication Programme under the Govt. of NCT of Delhi (2012 to 2020).

·      He has 7 years of service in Central Jail Tihar. As SMO of the Central Jail Hospital, he started the De-addiction
Centre and had impactful contribution in banning smoking in Tihar way back in 1994. Then Inspector General (Prisons), Dr. Kiran Bedi, in her book “IT’S ALWAYS POSSIBLE” documented at page no. 281- “Dr Baghotia brought initiative and concern to the medical services in Tihar. He lost no time in streamlining the system and clearing up the formidable backlog that had accumulated over the years.”(1992 to 1999)

·      As State Leprosy Officer, he was actively involved in monitoring and supervision of leprosy activities, training of medical, paramedical and non-medical personnel attached with Government, Autonomous Bodies and NGOs in Delhi. He ensured MDT Drugs to all health care institutions, conducted training, workshops & seminars and spread awareness of leprosy in the community. More than 5000 personnel have been trained for leprosy. As SLO, he has also coordinated with International, National and Local NGOs and was the core group member of Leprosy Elimination Monitoring conducted by NIHFW (during 2001-2004) in collaboration with the Government of India, WHO and ILEP (International NGOs). He has contributed towards the decentralization and integration of leprosy services in the general health care system. Leprosy was the first programme in Delhi, which started running on a district pattern. He had a fair contribution in bringing the leprosy to the level of elimination (as a public health problem) in Delhi. He represented Delhi in Southeast Asian regional Meetings at Kathmandu and Bangkok (1998 to 2020)

·      He was always at the forefront for showcasing the achievements of the government at Health Mela, Bhagidari Mela,
Health Camp or any Health Awareness Rally. (2000 to 2025).

·      In the field of biomedical waste management, he was actively involved in the establishment of centralized treatment facilities at Okhla and Nilothi. By his innovations, the Bio-medical Waste Management Cell has become a revenue-generating unit. It is generating over Rs. 50,00,000/- (Rupees Fifty Lakhs) per annum in addition to free treatment of biomedical waste generated in healthcare units under govt. of NCT of Delhi. (1998 to 2014)

·      He has also worked as the State Cancer Control Officer for six months. Major area of work were capacity building of
Health care personnel, strengthening of diagnostic and treatment facilities for cancer in Delhi, initiation of cancer registry and cancer survivor data, health promotion and awareness generation in the community in Delhi. He also conducted anti-tobacco Campaign, monitoring and evaluation of cancer detection and treatment in Delhi. (2005)

·      I was also working as State Programme Officer for the Fluorosis Mitigation Programme being implemented in the NCT of Delhi. This is a unique Programme with a focus area of strengthening health care institutions, Capacity building of Health care personnel, Community awareness for Fluorosis, schools, community and household surveys and encouraging use of safe drinking water in collaboration with Delhi Jal Board. (2007-2025)

·      As State Programme Officer for Silicosis, he was actively involved in the survey of silicosis-affected people in the Lal Kuan area of south Delhi. he organized the National Workshop on Silicosis every year. More than 150 candidates/stakeholders from different sections of Society/Industry participate in these workshops. (2005 to 2025)

·     On the directions of Hon’ble Supreme Court of India, he along with his team conducted,, the survey of Silicosis cases in Delhi and Haryana and submitted the report to Hon’ble Supreme Court. (2016-17)

·    He is also looking after the scheme of State Award to Service Doctors and Paramedical staff given to the meritorious candidates working under the Govt. of NCT of Delhi.(2007 to 2025)

 


Present assignments:

·    He is nominated by the Ministry of Health & Family Welfare Govt. of India/His Excellency the President of India as Honorary Secretary of the ‘Hind Kusht Nivaran Sangh (National Headquarters) in 2014. When he joined as Honorary Secretary of Hind Kusht Nivaran Sangh (HKNS), it was facing a financial crunch. He also implemented WHO funded project for reduction of disability proportions, improving the leprosy treatment completion in Delhi and establishment of central registry of leprosy patients. HKNS coordinates with WHO, ILEP and other NGOs working in the field of Leprosy. HKNS is also conducting, trainings, workshops and working closely for rehabilitation services in leprosy colonies. The HKNS publishes world famous journal “Indian Journal of Leprosy”.

·   He is working as Head (Academics & Research) in Indira Gandhi Hospital, Dwarka, New Delhi and also looking after leprosy and dermatology patients in OPDs. He is also First Appellate Authority in Indira Gandhi Hospital under RTI Act 2005.

·   He is also the Certifying Surgeon for west district Delhi under Employees Compensation Act 1923 and Motor Transport Workers Act 1961 and issues disability/loss of earning capacity certificates to the workers referred by Commissioner compensation / Labour West District, Delhi.

  1. He has been conferred the State Award by Govt. of NCT of Delhi for the year 2004-05 for meritorious services in health care.

  2. He was also conferred the Bhagirathi Award 2011-12 on 27th September 2012.

  3. In January 2014, His Excellency the President of India nominated him as an Honorary. Secretary of Hind Kusht Nivaran Sangh (Indian Leprosy Association). The HKNS has 18 state branches, and its headquarters is located in the Red Cross Building, Red Cross Road, New Delhi-110001.

  4. Hon’ble Supreme Court nominated him as Commissioner of Investigations for silicosis in Haryana and Delhi in 2016. He submitted his report in April 2017.

  5. The Indian Medical Association conferred him Dr P C Bhatla National Award for meritorious services in the field of healthcare in December 2017.

  1. Co-investigator: Indian Society of Hospital Waste Management (ISHWM) conducted an Immunization Waste Management Practice review in the WHO SEA Region jointly with the UNICEF Regional office. Report Submitted to WHO SEARO (2023-24).

  2. Also, Co-investigator: ISHWM, in collaboration with the WHO Southeast Asia Country Office, conducted research on Policy analysis in the WHO South-East Asia region on immunization waste Management (IWM). Report Submitted to WHO SEARO (2022-23)

  3. As a researcher:  PhD Research with the Topic, “To identify Challenges and Implementation gaps to achieve Zero incidence of Leprosy in the National Capital Territory (NCT) of Delhi. Thesis report Submitted to Martin Luther Christian University, Shillong, Meghalaya, India (2019-2022)

  4. Investigator: HKNS in collaboration with WHO country office in Urban Leprosy Project Delhi (Bangkok Declaration Special Fund Project), with objectives to Reduction in grade 2 disability proportion from 13% to 8.5% and G2D rate from 9.7/1000,000 to 5.7/1000000 population, Improvement in treatment completion rate to >95% in all the 11 districts, Strengthen monitoring of leprosy programme with district level and developing a central registry of patients and involving persons affected by leprosy for improving referrals. Report submitted to the World Health Organization country office, India (2015-2020).

  5. Investigator: In Comprehensive Community Screening of Otological Patients by Trained Technicians Using a Telemedicine Device: an Efficient and Cost-Effective Way to Triage Patients with Ear Diseases. The research was conducted among Construction workers and Village inmates during 2018-19. The research was presented at the International Conference on “Sound Hearing 2030” in Bali, Indonesia, in February 2019.

  6. Investigator: On the directions of Hon’ble Supreme Court vide order dated 23/08/2016, Dr K S Baghotia, Special Programme Officer (Silicosis) Directorate of Health Services (in 2011), Govt. of NCT of Delhi constituted an appropriate team of competent persons and conducted appropriate field enquiry in Delhi and Haryana with regards to the medical facilities available to the patients affected by Silicosis and whether any compensation was made available to them, etc. The reports for Delhi and Haryana were submitted to the Hon’ble Supreme Court on 5th April 2017 (2016-17).

  7. Co-investigator: I conducted research in the project for ISHWM in collaboration with WHO on Impacts of Sound Healthcare Waste Management on Hospital Associated Infections in Bowring & Lady Curzon Hospital, Bangalore and ESI Hospital, New Delhi. Report submitted to the World Health Organization country office, India. (2013-2015).
